Selling To The Government/PTAC

The mission of the Kentucky Procurement Technical Assistance Center (PTAC) is to provide marketing and procurement assistance to Kentucky businesses interested in selling their products and/or services either directly or indirectly to federal, state or local governments.


Determining Government Contracting Feasibility
PTAC specialists can help assess a company’s readiness for pursuing the unique challenges associated with federal, state and local government contracting. Assessing a company’s readiness allows them to better position the company for success.

Completing Necessary Registrations
PTAC can help ensure companies are properly registered in the System for Award Management (SAM), which allows the company to do business with the federal government. PTAC specialists can also assist with registrations in other federal,state and local government vendor databases.

Certification and Training
Assistance is available to help with certifications and small business programs such as SDB, 8(a), HUBZone, WOSB, and SDVOSB. PTAC specialists can help businesses determine if they are eligible for special certifications which can create unique opportunities with agencies within the government. Kentucky PTAC also offers training on topics to help companies succeed in government contracting.

Marketing Strategy
PTAC can advise on developing an effective marketing strategy for getting federal, state and local contracts.

Researching Procurement Awards
Need research information on what agencies have bought products or services like yours in the past? Are you interested in who has been awarded these contracts and the award amount? The Kentucky PTAC can assist you in finding this information and more.

Identifying Bid Opportunities
Registering for the PTAC Bid Match service can ensure companies are notified of government contract opportunities that match their Bid Match search profile.
Proposal Preparation
A procurement specialist can work with a company to help them in understanding the requirements of a proposal and preparing and submitting it to the appropriate agency.

After Contract Award
PTAC provides assistance to clients in all aspects of post award compliance from interpretation of requirements to implementation of plans and procedures.

Meet The PTAC Staff

Cordelia “Dee Dee” Harbut, State-Wide Program Director
Responsible for the overall management and operations of the Kentucky Procurement Technical Assistance Center (PTAC). She also provides marketing and procurement assistance to businesses interested in selling their services and products to the government. She has served the small business community for over fourteen years. In her effort to help businesses succeed, she has received the following recognitions: Kentucky Small Business Minority Advocate of the Year, US Small Business Administration (SBA); Supplier Diversity Award, Women’s Business Enterprise National Council Southeast; Kentucky State Star Award, Association of Small Business Development Centers (ASBDC).  
Kristy Coates, Procurement Coordinator
Serves as the primary contact for the PTAC office. She is responsible for assigning clients; reviewing and posting bids; workshop and conference operations; assisting with reporting requirements; as well as other administrative duties.
Robin Hall, Procurement Specialist
Provides business consulting for government contractors. As a former business partner with a large construction firm, she has experience in new business/market development; project management; contract negotiation and government contracting. A multi-dimensional hands-on consultant, Hall offers a unique blend of cross-functional skills to assist businesses in capturing government contracts.
David Holcomb, Procurement Specialist
Provides business consulting for government contractors. Former Director and Buyer for numerous post-secondary educational institutions, he has years of experience in government procurement and possesses a high acumen in contract solicitation and state regulatory requirements. Insightful and analytic, he relishes giving businesses an insider’s look into how the government buys.
Debbie McKnight, Procurement Specialist
Provides business consulting for government contractors. A previous Director for the Kentucky Procurement Assistance Program (KPAP) with the Kentucky Cabinet for Economic Development, she has many years of experience assisting businesses with government contracts. Her experience includes vendor registration and certification; FAR, DFAR, and state procurement regulations; GSA schedules; electronic commerce/e-procurement; subcontracting; RFID/UID and military marking and packing requirements; etc.

  • In business two or more years
  • Located in Kentucky

To Receive Our Services, You Must...

  • Be a Kentucky-based company (Outside Kentucky? Click here to identify resources in your state)
  • Want to sell to the government
  • Have the potential to sell to the government
  • Have e-mail capability and Internet access
  • Complete a KPTAC client application
  • Report all government contract awards each calendar quarter (whether or not KPTAC was directly involved)
  • Respond to our annual Quality of Services survey
