MOVING FORWARD LETCHER COUNTY
In partnership with the Letcher County Fiscal Court, the Kentucky Small Business Development Center (KSBDC) is providing assistance to the community and its businesses in anticipation of the construction of the federal prison that will be located in Roxana.

This project has garnered much interest in business opportunities, including government contracting. A series of training events are being developed on topics related to general business and government contracting. The Project

A federal prison will be constructed in the community of Roxana. The facilities will house approximately 1,200 total inmates, approximately 1,088 within the U.S. Penitentiary (USP) and approximately 128 within the Federal Prison Camp (FPC). In addition to the USP and FPC, several ancillary facilities would be constructed, that include:
  • Central Utility Plant
  • Firing Range
  • Outside Warehouse
  • UNICOR Warehouse
  • Staff Training Building
When completed, it is anticipated that 300 full-time staff will be employed at the USP and FPC.
Timeline of Events:
  • USP Letcher County received partial site and planning funds in fiscal year 2006.
  • The Final Environmental Impact Statement (FEIS) was published on July 31, 2015 for a 30-day review period.
  • Additional funds were provided in FY 2016 for construction of the project.
  • The Department of Justice Federal Bureau of Prisons (BOP) published a Notice of Availability (NOA) of the Revised Final EIS in the Federal Register on April 1, 2016. The publication of the NOA began a 30-day review period, which ended on May 2, 2016.
  • Following the 30-day review period of the Revised Final EIS, the Bureau will publish a Record of Decision for the proposed action.
